China’s Carbon Intensity Target

China yesterday announced that Premier Wen Jiabao will attend the Copenhagen climate summit and that he will bring with him a target for China of reducing carbon intensity by 40 to 45 percent from 2005 levels by 2020. Coming a day after the announcement across the Pacific that President Obama will attend the beginning of the summit, bringing a commitment to reduce U.S. emissions “in the range of 17%” from 2005 levels by 2020, this means that we now know what the world’s two largest emitters will be bringing to the table when the world’s countries gather in Copenhagen.
Chinese Premier to Attend Copenhagen Talks and China Announces Carbon Intensity Target
The announcements are coming fast and furious now as we approach Copenhagen. China announced that Premier Wen Jiabao will attend the Copenhagen climate summit and will set a carbon intensity reduction target of 40 to 45 percent from 2005 levels by 2020. This is good news, as was President Obama’s announcement earlier in the week. Both nations can and should do more, though these are very positive opening bids.

President Obama to Attend International Climate Conference in Copenhagen
We have put out the following release in response to President Obama’s announcement that he would attend the Copenhagen climate talks. This is good news. The White House also announced that a number of senior Cabinet and Administration officials, including Steven Chu, Lisa Jackson, Ken Salazar, Gary Locke, Tom Vilsack, Carol Browner and Nancy Sutley, will attend.

Developing a coordinated international effort to reduce greenhouse gas emissions requires, among other things, that countries have confidence in each others’ capacity to monitor and mitigate their GHG emissions. Kunming government creates an 800 thousand prize for reducing pollution incidents, still to be claimed (Google translation)
The city of Kunming in Yunnan province is working toward increasing avenues for public participation in environmental pollution incidents, including a hotline for reporting water pollution grievances. The city government has created an 800 thousand yuan prize to reward efforts to control pollution and provide comprehensive treatment to victims, improve transparency and access to information of pollution incidents; the prize has yet to be claimed.
