What to make of China’s efforts to meet its energy intensity targets
Adam Moser at Vermont Law School’s China Environmental Governance blog drew a contrast between a blog post of mine discussing China’s efforts to meet its energy targets, and a post by Michael Levi at the Council on Foreign Relations positing the view that China’s energy statistics “have become pretty meaningless.” Mr. Moser frames our posts as being on opposite sides of the argument (“circus or savior”), but it is perhaps more accurate to say that we are looking at different aspects of the same picture.

China Looks to the U.S. to Learn From the Clean Air Act, Even as Some in the U.S. Seek to Dismantle It.
It is remarkable that the U.S. Clean Air Act is under attack these days. Have we come to take the blue skies in the U.S. so for granted that magazines are running columns with titles like “Clean Air Act: Defend or Dismantle?” I have worked for NRDC in Beijing for the last five years, and no one in this great city takes a blue sky day for granted. They are too precious and rare a commodity. Let us not forget, as Peter Lehner recently pointed out, that the Clean Air Act is what prevents the air in the U.S. from … Continue reading 阅读全文 Add comment 发表评论(0)
A Force for Nature: My Journeys with John Adams and NRDC
I am in Tianjin, China with NRDC’s delegation at the latest round of climate change negotiations. After a long day at a cavernous conference center, the conversation at dinner turned to the new book A Force for Nature. There was a lot of interest in this history of NRDC written by our founding director John Adams and his wife Patricia.

There has been a couple of working group meetings of United Nations Framework Convention on Climate Change (UNFCCC) since the Copenhagen conference last year. Have global climate talks made any progress during the past year? The international community surely has certain expectations for the Tianjin meeting, which is the last meeting before the next Conference of Parties (COP)in Cancun. What are the results of this meeting? How should we address the climate change?

Amending China’s Air Law: Recommendations from the International Experience
In July 2009, the Natural Resources Defense Council (NRDC), the Regulatory Assistance Project (RAP) and the Energy Foundation’s China Sustainable Energy Program released a report, Amending China’s Air Law: Recommendations from the International Experience, intended to provide an in-depth analysis of the international experience in air pollution regulation for Chinese policymakers and experts as China considers amendments to its Air Pollution Prevention and Control Law. The report analyzes the U.S. and international experience in thirteen key areas and the implications these experiences could have for an amendment of China’s air pollution law: national ambient air quality standards, combining air quality … Continue reading 阅读全文 Add comment 发表评论(0)
Women’s Wear Daily: NRDC Expands Environmental Factory Program
The textile industry shares the mantle of being the worst water polluter in China with the chemical industry, according to the NRDC, while the steel, cement and petroleum sectors have a bigger impact on the environment through air pollution.

Women’s Wear Daily: NRDC Tackles China’s Textile Pollution
Posted below is an article about NRDC’s Responsible Sourcing Initiatives (RSI) which was first published in Women’s Wear Daily on June 29, 2010, written by Ross Tucker. The Natural Resources Defense Council believes the apparel industry’s efforts to lower its environmental impact will require brands and retailers to look further down their supply chains to become more familiar with, and ultimately take more responsibility for, their suppliers at the fabric level. The NRDC’s interest in the textile sector came about in 2007 after it opened an office in Beijing tasked with tackling pollution issues in the country. Linda Greer, director … Continue reading 阅读全文 Add comment 发表评论(0)
Assessing the State of Environmental Transparency in China
I was in Weihai (en), a 2.5 million person city in eastern Shandong Province, last month to talk about environmental transparency with more than 50 government officials and scholars from around China. As far as I am aware, this is the largest gathering to date of Chinese government officials focused on implementation of China’s Open Government Information Regulations and Open Environmental Information Measures, which went into effect on May 1, 2008. The workshop in Weihai, which we co-sponsored with Environmental Protection Magazine, the Wendeng Municipal Government and the Institute for Public and Environmental Affairs (IPE), was a chance for government … Continue reading 阅读全文 Add comment 发表评论(2)
The American Power Act: “First Read” of the Kerry-Lieberman Climate and Energy Legislation
Senators John Kerry (D-MA) and Joe Lieberman (I-CT) unveiled today the long-awaited draft of their American Power Act. The launch of their bill kicks off an intensive effort to pass comprehensive climate and energy legislation in the Senate this summer, reconcile it with the bill passed by the House, and put a final bill on the president’s desk to sign into law this year.

NRDC Pushes Responsible Sourcing in China’s Textile Industry
With the textile industry generating as much as 200 tons of water pollution per ton of fabric manufactured, major textile exports such as China, India, Vietnam, and Bangladesh face a serious environmental challenge as drinking water, public health, and agricultural production are all threatened by the increasing water pollution.
