The end of October brings two new citizens’ guides. The “Practical Citizen Guide on Environmental Information Disclosure Measures” drafted by the Center for Legal Assistance to Pollution Victims (CLAPV) at the Chinese University of Political Science and Law has completed its printing run and will be distributed to the public soon. It is also available for downloading from the CLAPV website. This guide is tailored to the general public, illustrating legal provisions in plain language and providing practical guidance on the use of the law.
At the same time, in Xiamen, a number of local web-based communities are spreading the message that the “Xiamen Citizen Guide on Environmental Information Disclosure and Public Participation” is ready for distribution as well. People can ask for free copies from the Xiamen Green Cross Volunteers Association, the organization that authored the guide. Taihai web, Dongnan Express News, and Sina.com have reported the launching of this local guide respectively. On the website of Xiamen Green Cross, the guide is already available for free downloading.
From this May when the environmental information disclosure measures entered into force, a number of local environmental NGOs have been drafting the local citizen guide on using environmental information disclosure measure at the local level. Greenlaw has already published the local citizen guides from Jiangsu and Gansu over the summer. NRDC supported the drafting of these citizen guides.
